Am I eligible for OCI card?
- If you have held at any time an Indian passport; or
- If either of your parents, grandparents or great grandparents were born in India or permanently resident in India [as defined in the Government of India Act, 1935 and other territories that became part of India thereafter]
- If your spouse is a citizen of India or an Overseas Citizen of India (OCI Card) holder.
However, the following are not eligible for OCI card:
- If the applicant himself/herself or either of his/her parents, grandparents or great grand parents have been/are citizen/origin of China or Sri Lanka , he /she is not eligible for OCI status. Those working with Malaysia Ministry of Defence, Ministry of Foreign Affairs and Police Department are also not eligible to apply for OCI card.
If I am not a Malaysian national, can I apply for OCI card in High Commission of India, Kuala Lumpur?
If you are not a Malaysian national, then you should be staying in Malaysia under the “Malaysia My Second Home Programme” or on Employment, Dependent or Residence Visa for more than 2 years.
If I am working for Malaysian Government, then am I eligible to apply for OCI card?
Except for those who are working/retired from the Malaysian Ministry of Foreign Affairs or Ministry of Defence or Police Department, then you are not eligible for OCI status.
I do not have Malaysian citizenship. Am I eligible for OCI card?
If you are holding a Certificate of Identity, then you are not eligible for OCI status.
What application should I fill to get an OCI card?

What documents should I submit with the OCI application?

How do I get a JPN extract?
You can approach JPN office and request for the required document ie. IC Extract or Birth Certificate Extract or Citizenship Extract or Letter for name difference. You are requested to get it translated in English by official Court Interpreter/Translator. Submit both Malay and English version to the High Commission.
What do I do if my parents or grandparents or great grandparents do not have a copy of their Indian passport?
- If you don’t have your parents/grandparents/great grandparents Indian passport, you can submit Malaysian Citizenship/ Certificate of Registration/ Certificate of Naturalization which shows the place of birth as “India” or any state in India.
- You can approach JPN office and request for the required document ie. IC Extract or Citizenship Extract which shows the place of birth as “India”. You are requested to get it translated in English by official Court Interpreter/Translator. Submit both Malay and English version to the High Commission.
- Election Identity Card/ Unique Identification Card.
- Parents OCI card (with primary documents)
- Computer generated Nativity Certificate or Nativity Certificate issued by Village Administrative Office, counter signed by Thasildar endorsed by MEA Branch Secretariat Office or 1st Class Magistrate or Collector
Do I have to submit original documents also?
Yes, when you apply for OCI card at the High Commission you must submit the original documents for verification. Please note that the original documents would be returned to you by the counter staff. High Commission will not retain any of the original documents.
Will I be given any acknowledgement slip after I submit the OCI card application?
Yes, The High Commission will issue you an acknowledgement slip after accepting the application and payment receipt after payment (on the same day).
Why my OCI card application has been rejected after accepting the same at the High Commission counter few days back?
Acceptance of OCI application at the High Commission is not a guarantee that OCI card will be issued. High Commission follows due internal process to examine each request. At times additional documents are sought. In certain cases, if the High Commission needs to verify any document from India, especially those issued by Indian Authority, the process time would be longer. High Commission is not obliged to give reasons for rejecting any OCI application. You are advised to keep track on the OCI status in the Online Status Enquiry.
What is the usual process time to issue OCI card?
The usual process time is around 60 days. If the High Commission needs to verify any document from India, especially those issued by Indian Authority, process time can be longer. Do children also have to come personally to apply for OCI card application?
All applicants are required to personally submit their OCI applications at the High Commission of India, Kuala Lumpur except minors, whose parents can submit the application on their behalf.Children below 12 years old need not come but the thumb print should be on the first and second page.

Applicant to come in person, in case applicant is unable to come in person for collection he/she can send a representative (family members only) along with an authorization letter and the document mentioned above for collecting the OCI card.

What are the advantages of having a OCI card?
- Multiple-entry, multi-purpose life-long visa to visit India.
- Exemption from reporting to Police authorities for any length of stay in India.
- Parity with NRIs in financial, economic and educational fields except in the acquisition of agricultural or plantation properties.
- A person registered as OCI is eligible to apply for grant of Indian citizenship under section 5(1) (g) of the Citizenship Act, 1955 if he/she is registered as OCI for five years and has been residing in India for one year out of the five years before making the application.
- Registered OCI shall be treated at par with Non-Resident-Indian in the matter of inter-country adoption of Indian children.
- Registered OCI shall be treated at par with resident Indian nationals in the matter of tariffs in air fares in domestic sectors in India.
- Registered OCI shall be charged the same entry fee as domestic Indian visitors to visit national parks and wildlife sanctuaries in India.
- Parity with Non-Resident Indian in respect of entry fees to be charged for visiting the national monuments, historical sites and museums in India.
- Pursuing the following professions in India, in pursuance of the provisions contained in the relevant Acts, namely:-doctors, dentists, nurses and pharmacists; advocates; architects; and chartered accountants.
- Parity with Non-Resident Indian to appear for the All India Pre-medical Test or such other tests to make them eligible for admission in pursuance of the provisions contained in the relevant Acts.
- State Governments should ensure that the OCI registration booklets of OCIs are treated as their identification for any services rendered to them. In case proof of residence is required, Overseas Citizens of India may give an affidavit attested by a notary public stating that a particular/specific address may be treated as their place of residence in India and may also in their affidavit give their overseas residential address as well as e-mail address, if any.
- Benefits to which OCI is not entitled to:The OCI is not entitled to vote, be a member of Legislative Assembly or Legislative Council or Parliament, cannot hold constitutional posts such as President, Vice President, Judge of Supreme Court or High Court etc. and he/she cannot normally hold employment in the Government.

OCI card does NOT entitle the cardholder to undertake any missionary, mountaineering and research work in India, without the prior permission of the Government of India.
